We are having a throttling issue with a Dell T620 server that recently had a power supply failure and replacement and firmware updates applied to the Dell hardware as part of the process working with Dell to resolve the power supply issue. Ever since we've been getting intermittent throttling that cripples the machine. The only way to resolve it has been to shut down all VM's on the ESXi host and reboot the system. Not a very workable situation for a small business with a single host environment.
